David Scott Foley on the right as Chuck Hoskins in a publicity still from the CTV series, Robson Arms. Foley was born in Etobicoke, Ontario, now part of the City of Toronto. The second of three children, he showed a natural predilection towards performing from a very young age. He was also allegedly "addicted" to television. He attended an alternative high school as a teen, and dropped out at the age of 17 to pursue a career in comedy.
